Ch 13, p. 261. Can not create the Up button in the tool bar

In Ch 13, p. 261, I have added in the manifest.xml file

But Up button was not created. Back button is working.
All Android SDK from API 13 and higher are installed.
I am using Android Studio 2.3.0.

Please help!
